File View Edit Drop Down

I can't find any of my drop down menus for:
File
View
Edit
Tool, etc..

When I try and right click, it doesn't show anything
associated with toolbars, only thing I get is restore,
minimize, close etc.

Is this in one particular program or in Explorer (the shell interface)?
