File Upload and Page Include not refreshing

I have FP 2002 - website resides on a server with FP extensions.

I have an upload form which works - I use it to upload a file/page. This
uploaded file/page is referenced as a PAGE INCLUDE on another page in the
site. Although the upload seems to work - and the page include seems to work
- when a new file is uploaded, the page which displays that file does not
display the newly uploaded file (it doesn't seem to refresh the display)

The goal is to have users upload their own content and have it displayed
without my involvement. Is this possible? Am I missing something here?

The FrontPage include component will not work this way. For a page
(uploaded to the server) to be included, one (or more) of the following must
be done:
The page must be published to the server using FrontPage
The page must be saved on the server using FrontPage
Hyperlinks must be recalculated on the server (Tools->Recalculate
Hyperlinks)

This can be done using server side scripting (ASP, Perl/CGI, PHP etc.)

I do have this working when I use a Meta Refresh ton the page with the
include component. Problem is, the refresh continues throughout the page
display and this is annoying.

Is there a way to REFRESH the page when a visitor opens it?

The FrontPage include component is not affected by Meta refreshes - are you
using Server Side Includes or ASP includes? If so, look at
