File transferring from Me to XP

I have recently upgraded from Me to XP Home and have allocated three accounts
on the welcome/Desktop screen.

What is the best way to transfer folders from the main administrator to the
other accounts? Mainly Outlook Express folders and Favourites need to be
transfered.

I have tried Import & Export but with limited success.
