I'm presently using 98SE for video editing and have a
problem of file size limitation when I take the project to
my authoring program. I have a 38 min. AVI file and when I
access it from the authoring program I only end up with 19
min. Does XP have the same limitation?

This is a file system issue, not an OS issue. The FAT32 file system
(which is the best Win98 can do) cannot handle files larger than 4GB.
XP can use the NTFS file system, where file size is limited only by
partition size. (The actual limit is far larger than any disk
available today.)

Bear in mind that not all programs can handle files larger than 4GB.
(Though I'd expect a decent video editor to be able to.)
