I have a Win2000 SP4 server and I am trying to add a new
DC to my domain. I am getting the following error in the
Win 2000 FRS log.

Event Type: Error
Event Source: NtFrs
Event Category: None
Event ID: 13559
Date: 8/9/2004
Time: 3:31:59 PM
User: N/A
Computer: xxx9000
Description:
The File Replication Service has detected that the replica
root path has changed from "c:\windows\sysvol\domain"
to "c:\windows\sysvol\domain". If this is an intentional
move then a file with the name NTFRS_CMD_FILE_MOVE_ROOT
needs to be created under the new root path. This was
detected for the following replica set:"DOMAIN SYSTEM
VOLUME (SYSVOL SHARE)"

Changing the replica root path is a two step process which
is triggered by the creation of the
NTFRS_CMD_FILE_MOVE_ROOT file.

[1] At the first poll which will occur in 5 minutes this
computer will be deleted from the replica set.
[2] At the poll following the deletion this computer will
be re-added to the replica set with the new root path.
This re-addition will trigger a full tree sync for the
replica set. At the end of the sync all the files will be
at the new location. The files may or may not be deleted
from the old location depending on whether they are needed
or not.

It would seem that "c:\windows\sysvol\domain"
and "c:\windows\sysvol\domain" are the same. I have tried
recreating the NTFRS_CMD_FILE_MOVE_ROOT file to no avail.
I can not make a new domain folder because it is locked by
the system. What else can I try to correct this?

Do you know what started these errors?
Are these on the existing DCs or the new one?
After you create the file are you restarting the FRS service?
Have you made any changes to the sysvol folder or moved it?

No, but they have apparently been there for a while. I
never had another DC so I wasn't aware of them

Existing DC. I don't want to make the new one a DC until
this is resolved

Have you made any changes to the sysvol folder or moved
it?
No - that's why the error is so puzzling. I have tried the
suggestions in KB 819268 But they have had no effect. It
appears to be a permissions problem even though all of the
permissions appear correct.

Any other ideas? I really have no idea how to proceed here.

That seems to be quite odd. I have seen that a couple of times but normally
creating that file and restartign the service corrects it.

I you might use these articles as a guide to check that sysvol structure is
ok.
