i would like to create directories on the HD and password protect them
so other users can't access them without a password.

XP uses file and folder permissions for restricting access. Have you looked
at that?

I don't use any 3rd party programs for this. I'm sure others will jump in
with their recommendations.

IMHO the best freeware you'll find is Truecrypt (although it works on
virtual drives rather than folders):
