Is there a way to turn off File and Print sharing using
group policy? thank you.
 
You could try to disable the Server service which handles file and print
sharing through computer settings / windows settings / security settings /
system services

Set a service policy and stop the server service from running on the
clients.

The lanmanserver service in the registry is responsible for this.
