File Open Slowly

I have a machine that when you try to open any file (Document, PDF, TXT
file...ect), it takes forever. If you open the application, then open the
file it works fine. I have tried running a spyware check, an anti-virus
check and repaired the XP OS, but nothing seems to work. Has anyone had this
problem in the past, and if so what did you do to fix the problem?

Is it Norton AntiVirus? And if so have you tried turning it off
completely, or at least the NAV Office plugin?

It is not Norton, we are running NAI Virus Scan.

I disabled the Virus Scan and still does the exact same thing.

I did some more troubleshooting and found that if I disabled the network
card, the files would open correctly. I have tried updating the driver and
even putting in a new network card. As soon as the NIC grabs an IP, the
files start opening slowly again. Has anyone seen this before?
