file menu does not show the import export wizard in outlook?

I want to export my contacts and journal entries in outlook 2003. However I
do not have the import/export option on my file menu. I searched through the
help section and there was a suggestion to make sure that the regional
language settings were the same as the outlook user interface language
settings. This has been done and the are the same. Any ideas? I am using
outlook 2003 with business contact manager and windows xp profesional.
 
Which File menu are you looking at? (Use the one off the main interface and
not the address book.)
