file format is not valid

I am trying to open an excel file in 2003 version. I getting a message Past
WorkerInfo.wdb: file format is not valid. I went to Properties General tab,
under Type of file WDB file, open with Xmicrosoft excel, location
C:\Documents and Settings\Users\Desktop\Sub-Contractors. When I click on the
Open with box and click on Excel I get the above error. So I can't seem to
open this file no how.

I think I solved my own question. But I would like to be sure. A WDB file is
within Microsoft Works, I just need to find the file under existing documents.
