file extension

I downloaded a file with a csv extension and I can open it with Works
Spreadsheet. I can't open it by double clicking on it in my computer. I
tried going to control panel/Default Programs/Associate a file type with a
program. CSV was not listed in there, why not.

Because in your case there is no current default, the current default is
shown so that you can change it.

right click the file
hover on Open With
click on choose default program, pick the program you wish to use as
default.

When I first tried opening it with a right click there was no open with
option. When I clicked open after a right click it gave me the option to
pick which program to use to open it but the only 2 it showed was Notepad &
Wordpad. After opening it with Works Spreadsheet and reading your post I
tried again and there was Works Spreadsheet. So I picked it. Then I looked
in control panel/Default Programs csv was now listed. I think it is all kind
of strange myself.

Yeah, most likely these kinds of files are meant to be opened
by spreadsheet programs, so that is what the default will be unless
you change it. As well, the spreadsheet program is most likely the
best bet for opening these files. They contain comma-delimited
data the majority of the time, and spreadsheet programs are just the
ticket for that type of data, no matter what it is. This type of data
is made for Excel or even Works to deal with. Use it if you have it,
if not you should have at least Works to work with. I hope so...
