file errors

I get the message "file setupdd.sys could not be loaded.
The error message is 4".(without quotes). Is there anyway
to fix this. System keeps rebooting. changed hard drive
with no luck. Driving me crazy!! OS is Windows XP Home
Edition. OEM for HP pavilion. thanks
