File downloads

I am getting a strange error on more than half the teachers machines
(happening since Mid July). When attempting to download a file (.doc, adobe
etc) I get an error message pop up explaining that the "current security
settings do not allow this type of file to be downloaded". I have checked
TechNet and forums and they all say to change the IE security settings. I
have tried this but it makes no difference, I have also tried removing AV and
JAVA to no affect either, it seems the only way to fix it is to re-build the
machine (which tells me it's not a policy setting either). This is a machine
specific problem which affects any user on the machine including domain
admins(other machines it will work fine). I have tried coping all local
profiles and IE settings from a working machine, again to no affect. This is
a 2K3 domain with XP Pro.
Does any one have any idea what could be causing this.

Sounds like you are being blocked by a firewall sniffer of some sort. Have
you checked with the Sys Admin?
 
Windows firewall is turned off by Group Policy, we use ISA which is not
blocking as downloads do work on re-built machines. We have no other software
running apart from Sophos AV. I have tried removing the AV but this didn't
help. I suspected a corrupt group policy, so I moved two machines into top
level computers OU in AD, gpupdated them, rebooted, moved one back down the
tree and left the other in computers OU, this had no effect either. So far
the only solution has been to rebuild the workstations, and seeing as I have
nearly 600 including 100 laptops, this is going to be a big job.
