File Downloads Impossible

Instead of allowing file downloads all I get is a page which says:
You are not allowed to view this page. something about my credentials
not adequate for permission. then at the bottom
HTTP error 403- Forbidden
Internet Explorer
 
Contact the web site. 403 comes from the server (IE is just telling you what the server said).

Thanks, David. I did two things. Upgraded to SP2, problem went away.
Later problem returned, and I think running two firewalls was a problem. I
shut down Zone Alarm, ran only with the XP firewall, and was able to download
OK.
