I have a handful of users that DO NOT receive a prompt
when downloading excel files from a corporate intranet.
In other words, if they click on an excel link, it just
launches. Any ideas on a setting that will allow the user
to select, view, launch, save?

Access *Folder Options* (path varies depending on OS in use) > View types>
scroll down to the Excel file type>Edit> check the box which says "confirm
open after download"> OK>Apply>OK out.

I know the wording to "confirm open after download" seems contrary to what
you want, but that *is* what you must do to get the Open or Save dialogue
box to appear *before* the download commences.
