File dialog list order is reversed

File dialogs, that come up when a message is to be saved, for example, list
the files in inverse alphabetic order. How do I get the default order to be
(normal) forward alphabetic order?
 
This doesn't apply. Windows Explorer shows all folders normally.
Re-sorting doesn't do anything. The problem occurs in the file
dialog that comes up in Mail when "Save As..." is requested.
It's not a problem in IE or other applications.

Try right-clicking in an empty area of the Save As pane that shows the files
and folders and choose Arrange Icons By>Name
