File deletion problems

I have recently noticed intermittent problems with file deletion in Window
XP.
For instance, view a directory with Windows Explorer. View a sub-directory.
Try to delete the sub-directory.
Currently this works without problems approximately 2/3 of the time. The
rest of the time the system tries to tell me that some program is accessing
a file or the directory, or that I do not have sufficient privileges.
Anyone else noticed this problem?

Sorry chaps,
The files are easily deleatable after a reboot, which forces whatever has a
handle on the files to release.
Also, it does not matter if the files are on Fat32 or NTFS drives.
Any further thoughts?
