file deleting

i'm trying to delete this file. i can't move it out of the folder or delete
it directly.

i get this message: cannot find the specified file. make sure you specify
the correct path and file name.

what does that mean and how can i delete this file?

Hi

What kind of file is it? That message would suggest that the file no longer
exists and has already been deleted. Can you access the file from a Command
Prompt and then try to delete it from there?

it's an mpeg about 10mb. i've tried it in safe mode and it doesn't work.
how do i try with the command prompt? i don't know what that is.
