file attachments for Outlook 2007

I have a user that is running windows xp 64 bit using outlook 2007. He wants
to be able to send files by using the right click/send to command directly
from the file but when he does this, outlook express wants to be configured
versus a new messages opening with the file as an attachment in 2007.
Is there a setting that needs to be selected or is this option not available
in 2007 on the 64 bit pc?
