File Associations

I'm can't open any internet shortcuts that i have saved
to my desktop because it says that the file does not have
a program associated with it. When I try to change it in
the Folder Options, it does not actually change anything.
Any help would be appreciated .

What are you entering in Folder Options-File Types as the application
to open Internet Shortcut (URL)?
This is what I have in Win98:

rundll32.exe shdocvw.dll,OpenURL %l

I have the same thing in WinXP.
