file association "missing"

I use WinXP with SP1. Yesterday, I use comp and electric
power is missing. Now I can use comp because what ever
icon I start WinXP write "this file does not have a
program associated with it for perform this action.
Create an association in the Folder Options control
Panel".
Can anybody help me
