I'm not real sure what you want but you can associate any extension with any
program (doesn't mean the program will do anything with that file type) via
Start>Settings>Folder Options>File Types.

There's Association Manager. The author's website no longer seems to
exist, but you can apparently still download it from PC World:

Try WINFILE.EXE It is on your system and very good.
