File and Folder secuirty

Is there a way of putting password security on a Folder,
the folder has to be accessed easily and without any
compression on it.I just want it so that the user has to
type in the password to get into a folders. This folder
will be stored on a local computer running XP
professional the only user account of the machine is a
computer administrator, but some of the primary users
Personal files are stored there and he wants to limit
access to them as he does let people use his computer
under his login

That is not how it is done. In XP one sets NTFS permissions
to grant and/or deny access to parts of the filesystem to accounts.
That the OS believes someone is allowed to use the account is
where the password (or other evidence) is checked. From that
point on, if the account is allowed something it has it, but it not
it will not be able to access it.
