File access problem

I have an exe file that I'm trying to open but get the following message:

Windows cannot access the specified device, path, or file. You may not have
the appropriate permissions to access the item.

I'm running Win XP Professional and have followed the advice in the
knowledge base to remove inherited permissions and display the security tab
on folder properties. I have taken ownership of the folder but still get
this error message.

I have also had problems accessing files/folders in other areas but it seems
to he hit or miss.

Suggestions welcome,

It's called 'file blocking', and happens to files you download. If you
rightclick the file, then Properties, you will probably see an 'unblock'
checkbox.

Thanks for the recommendation. I may be missing something but I did as you
suggested from the file's Properties and ran through every box and tab I
could find and never saw an 'unblock' checkbox.

Did I miss anything?

I reset to default per the article but still have the same result. Really
frustrating. Don't know what else to do???

Access violations from a default security setup is certainly suspicious. I
would think you have some invader. There are various tools for checking that,
but my approach is that once the barn door is open, the horse is gone. I save
data and reinstall clean.
Nothing wrong with trying Defender, and/or some antivirus site.

You could always post a new thread, and see what others might come up with.

This similar issue may be caused by: A policy is in place to restrict
Internet Explorer browsing to secure zones: Users configurations\Windows
Settings\Internet Explorer Maintenace\Security - Security Zones & Rating
The restriction is defined to exclude all network UNC paths in the local
intranet zone.

A resultant set of policies will indicate the following setting is
disabled: Include all network paths (UNC)

NOTE: The above setting may not be viewable from the group policy editor.
The reason is because the Windows 2003 Server component called "Internet
Explorer Security Configurations" is installed. This can be removed via
Add/Remove Windows Components in control panel.

Resolution:
=========
Reconfigure the policy or remove the component "Internet Explorer Security
Configurations".
