Fiilter for Contact Folder

When viewing the information in the Contacts Folder, I can create filters to
show only those records meeting the filter's mask. Is there a way to do the
same thing when I create an email message so that when I click on 'To' and
then 'Contacts' I don't get every record in the Contacts folder?

No, you can't. You can do it the other way around though.
In your (modified) contacts folder select the people you
want and click Actions-> New Message to Contact. Same
result ;-)
