FDisk-repartioning USB HDD in Win-XP

I want to partition a USB hang-on HDD. How to do this?
I do not find FDISK in XP, and The USB drive is not found
when I shell out to "DOS."
I know this can be done. Can you help?

Fdisk is a FAT/FAT32 partitioning utility, it can't do NTFS, thus it's not
included. The XP version is called diskpart, but you can use disk management
to delete and create your partitions.

Thanks to both of you.
I used administrative tools, disk management and repartioned
the hang-on USB. Piece of cake compared to FDisk. Easy,
fast. Thanks for the help.

You don't. FDisk is an old MS-DOS utility that is neither
available or needed in WinXP. Why can't you use WinXP's built-in disk
management utility for this task?
