I have an HP computer which has the restore system files
stored in a hidden partition. How can I erase the entire
hard drive, including hidden partitions?

DriveScrubber is a utility designed to securely wipe all data
from any hard or floppy drive, regardless of its file format or
operating system. Its purpose is to ensure the safety, privacy,
and security of private, personal, confidential, or proprietary
information. You can try it free for thirty days.

Hello

Do fdisk and delete the partition and then re-create the
partition

You do know that removing the hidden system restore partition could
terminate any further support from HP.

Doesn't XP use a 'sealed' 8MB section that it uses to load
itself when installing?

Microsoft Fdisk and Diskpart can be confusing. You need a
good utility like Acronis Partition Expert 2003 - very
easy to use - creates a bootable cd or floppy and allows
very easy managment of partitions or erasing all
partitions etc.
