Fax dialing rules problem

I have set the dialing rules for fax to include a "1" and the area code
for my local area code. The settings are the same for both an
administrator and a limited user account. However, the "1" is only
dialed when I log on as the administrator. Any clues as to what might be
happening? (Win XP SP2 using a US Robotics external modem through a
serial port.) TIA
