How do you change the Favorites list on the Start Meun to open to the full
list rather than a short list with expand arrow heads at the bottom.

If I'm reading you correctly, right-click on the start menu, select
properties, customise, and then the advanced tab. In the centre list, scroll
down and uncheck the option "Scroll Programs".

Disable personalized menus under customize in Taskbar and Start Menu
properties.
