Favorites menu missing

My favorites menu has gone missing. The folder and contents are still
present under Documents and Settings, but IE will not display or edit them.
It seems to be the case for all users except the Administrator.

This has happened before, and the only fix then was to delete my login under
documents and settings, but I don't want to go through the tedium of
restoring all the data from one version to another.

Any ideas?
 
Is the Favorites menu option itself is missing? Or, the shortcuts under
that?
