Fatal Execution Engine Failure(0x7927e03e)

I keep getting this error when I try to run some programs. I thuink has to do
with the .NET framework but I am not sure. It won't even let me install some
programs. Please help!
 
I've already gone to Google Rock and tried that. Would you like more nfo in
the problem? Let me know what to do and I'll post it. Thanks in Advance.
