FAT32 to NTFS

I have run Convert many times on this one drive and it will not convert
to NTFS.
Using Acronis Disk Director I changed the cluster size to 4k as someone
suggested and still no luck.
Any other ideas?

convert c: /fs:ntfs
NO error messages, just runs for a while, completes and still at FAT32.
