FAT32 to NTFS on a None System Partition..

If XP boots up on a FAT32 Partition can is read and write to another NTFS one
on a different drive or even one NTFS partition on the same drive..?

Can't seem to find if this is possible..

Plus are there any Tools/Utile's that can read and write NTFS with DOS and
Win98se..?

I have seen references to ones than can read..

Yes. The NTFS driver is always loaded.
