I assume you mean Windows Live Desktop Mail because the Windows Live Mail on the web actually
has a nifty tool for doing this for you.
Now, I don't have WL Desktop Mail installed at the moment, but I believe its supposed to
synchronize your contacts with the website version automatically. As such, why not log into
the website, click the Contacts button, then the Options button, choose Import Contacts and
run the application it sends you.
