Fan Running continiously in tower and loud

I can't seem to stop fan in tower from running continously and it's also
very loud. the tower is a Dell running windows XP. Can anyone help me with
this problem.

This has nothing to do with Windows - which fan?
What do Dell have to say? Its their build.

I had this same problem with a Dell 4550. The fan will run continuusly
no matter what.

The Dell fan likely has a thermostat on it and as the computer gets
hotter, the fan gets faster and louder.

I put one of these in, run it on low and now can barely hear my fans.

Your mileage may vary.

Fans tend to do that--they also get loud when they are worn out. They are
fairly easy and cheap to replace if you do it yourself. There may be
multiple fans in the case. Press lightly on the center of a fan and if the
noise quits, you know you found the bad one. If it is the fan in the power
supply unit, exercise extreme caution and don't touch anything besides the
fan as shocks are possible even if the PC's plug is not plugged in.

IT's a case fan. Replace it it its loud.
 
Try using a vacuum cleaner to remove dust on the fan. Replace the fan if
removing dust does not help.
