falshing cd symbol over cursor

i'm getting a flashing cd symbol over the cursor constantly
i have wiped and reloaded system and still getting
i have replaced cd-rom devices and still getting it
i have unattached card reader and it is still happening
done updates and bios flashing
 
first is there a cd in your tower?is door closed?
try.> start >control panel.>mouse (pointer, pointer options)
