Are there any eventlog messages on the TS? Is the license server installed
and activated? Maybe the TS can't discover the LS.

Jim,

I spoke with Microsoft Licensing about this issue and they
told me that XP has a built in license and the server does
not issue a license for XP. IF what they told me is true
and the license resides locally on the XP box than I would
look on the XP box for the problem.

What they told you isn't quite right...

All Microsoft OSes require a license (in the form of a
TSCAL). However, you don't have to buy TSCALs for XP Pro
or 2000 Pro. When those particular OSes connect to the
terminal server, the TS license server will automatically
issue 'free' TSCAL licenses, and these free licenses will
not come from the TSCALs that you have bought.
