Failure Registering System.EnterpriseServices.dll

When I try to install the .NET framework, the setup program hangs at
"Registering System.EnterpriseServices.dll". I did a search on the
newsgroups, and I found about 12 other posts reporting the same exact
problem. Unfortunately, the solution still isn't clear. I found three
suggestions:

1) The most commonly proposed solution was to install MDAC 2.7, but a couple
of posts said that doesn't work. (I just installed MDAC 2.8 and I can report
that it didn't help.)

2) Another proposed solution was to install IIS before installing the .NET
framework. This makes no sense to me. Isn't IIS appropriate only for
computers which are used as web servers? Nevertheless, I'm willing to try
it. Where can I get IIS? I didn't see it on the Microsoft download site.

3) The third solution sounded to me like serious hacking.
(e-mail address removed) says he found a way to "kill the msdtc
process itself ... to allow the rest of the Microsoft.Net SDK install to
continue without triggering a rollback" I have no idea what he's talking
about (and I don't want to know).

None of these solutions seems fully satisfactory. If anyone knows of a
definitive solution, please post it.

Have you made any headway on this? I am trying to install 1.1 and have the same error. Many people have posted the same, so I have got to think there is a common cause (and therefore a fix).
