Failed To Open GPO,Userevn gen. Event 1000 every 5 min.

After one of my two DC was down (because of HardDisk
problem,I removed it from AD,now I uses only the PDC),
I can not open GPO.
the error message is :The remote computer is not availale.
The gpotool tells:
my server xxx:down <sysvol only>
Error: DC list is empty.

Meanwhile PDC have an error in application log every 5
min. that says:
Source: Userenv
Event ID: 1000
User: NT AUTHORITY\SYSTEM
Windows cannot access the registry information at
\\xxx\sysvol\xxx\Policies\{31B2F340-016D-11D2-945F-
00C04FB984F9}\Machine\registry.pol with (51).

The server and network operating is ok right now.

Please help. Thanks.
