Failed to load resources from resource file

hi NG!
im haunting a problem which seems to be a better than me. i hope you can
help me, Thanks.

in funny time distances i get in my vb.net application using webservices and
sql2000 (Framework v1.1.4322) an error message "Failed to load resources
from resource file, please check your setup)
i cannot provokate this error, but after the showing me this error the
application terminates completley.

i´ve already seen some other posting with the same Problem, but
unfortunately no solution.

Can anybody help me any way to fix this problem?
any hints?

Hi Markus

If this is a windows forms project, ensure that the class that inherits from
Windows.Forms is the first in the file. If it is not the first then the
source of resources cannot be resolved. Microsoft states that this is "by
design".
