Failed to load resources from resource file. Please check your Set

We get this message when running a C++ Managed application developed with
Visual Studio 2003, on some client machines.

“Failed to load resources from resource file. Please check your Setupâ€

We haven’t been able to determine why this happens only on some client
machines.
This may happen with any kind of Windows system.
We’ve been trying for some time different solutions with no result.
We’ve updated the .NET framework, the Windows OS, etc., all possible
software but nothing.
We need some advice or solution in order to resolve this.

Firstly, I think you may try to check with the tool below to see if there
is any binding error.
Assembly Binding Log Viewer (Fuslogvw.exe)

Have you tried to update the most updated MDAC?

Please performance the test and let me know the result.
BTW: if that still did not resolved the problem, I suggest you contact
MSPSS directly. Because for this issue, we need to do dump analysis, which
is provided by MSPSS.
