Failed to initialize properly

When shutting down Windows XP Home edition I very often
get this message: The application failed to initialize
properly (0XC0000142) mscifapp.exe (I was not able to
write down all of the error message)

If I leave it alone the computer will go ahead an shut
down. What gives with this error message?
