F8 key doesn't restart machine in Safe Mode

I've tried several times to get my machine restart in Safe Mode by following the help instructions:

Click Start, click Shut Down (Turn Off Computer), and click Restart, click OK.

You are supposed to see a message "Please select the operating system to start" which is when you should press the F8 key. I never see that message. I press F8 continuoulsy after clicking OK for Restart but I never get into Safe Mode. Does anyone know why this is happening?

Through "Help and Support" I stumbled upon the System Configuration Utility dialog box. Under the General tab it lists the following Startup Selection:

Normal Startup
Diagnostic Starup
Selective Startup

Is this where I should be to do a Same Mode restart?
I'd be thankful for any XP experts asistance. Thanks
 
Shut down you machine. Put in a blank 3.5 floppy. Turn on your machine. Before booting up, it should give you an option of starting in safe mode. You're all set.
 
Your supposed to press the F8 key just after you turn on your pc but before
the os loads.

Does your keyboard have an F Lock key?
If so, you may need to toggle its state before you can press F8 to get into
safe mode.

can alos used as other keys as f1 for help,f2 for
undo,activate your f lock
