F4 does not work in Excel

In Excel, if I am typing a formula and for example let's say I want C4 to be
an absolute reference. The F4 key is suppose to change a plain C4 into $C$4.
My F4 key works fine at work but not at home? Work is Excel 2000 and home
is Excel 2002. Is there a patch, or is it something in Tools/Options?
 
Are you sure you're editting the formula--not just selecting the cell?

The cell reference(s) must be highlighted in the formula bar before F4 will
cycle through the options.

If doing that, maybe your keyboard has an F-Lock feature that needs to be
toggled? Do the the other Function keys work properly?
