F1 = CLView can't Display Help? Why

Help Please!
Word 2007 - When I press F1, I get the following:
CLView can't display Help.
CLView cannot install necessary file due to Windows Installer error 33.
The process cannot access the file because another process has locked a
portion of the file.
How do I get help to work? It works in Excel 07.

I tried repairing the Word installation and it found no errors.
