You get better luck with OCR if the image is black and white and high
contrast. I've sometimes put photos in Photoshop and turned them to
B&W and adjusted to get good lettering and then scanned that 2nd image.
Especially with old brown paper images.
Maybe. There is available software of a type called OCR (Optical
Character Recognition). Whether it meets your needs depends not just
on the particular software package, but also on the graphic image, how
good it is, what fonts it uses, etc.
