Extra line breaks

Im wondering what the criteria that Outlook has for removing extra line
breaks, it's really annoying when it does that because some messages appear
to be malformed, as if you have done a typo. I know how to stop this feature
in options, so that's not what I am after, I want to know what and when
outlook does this?

Outlook won't remove the line breaks if the data appears to be tabular in
nature, i.e. if it has a Tab character or at least three spaces at the
beginning of the line.
