externally linked css & js don't work

Hi,

I'm having trouble with pages that link to or include
external stylesheets and javascript files with html such
as:

<link REL="StyleSheet"
HREF="ICP/internetexplorer/US/list.css">

<script type="text/javascript" language="javascript"
src="includes/list.js"></script>

None of the styles get applied, none of the javascript
works.

If the stylesheet or javascript is within the page itself,
it works fine. ???

Also images are not being displayed. ???

This is a problem with numerous websites, not just one.
These same sites look fine in other browsers (Opera,
Netscape) or on other computers with what appears to be
the same version of IE.

Also, the problem is somewhat intermittent, but I have had
the problem all day today. Yesterday I had it for a
while, then it went away and everything was normal. I
didn't play with settings at all, haven't recently
upgraded anything.

It's all a little bizarre.

Look for inadvertent checks on the Accessibility dialog.
(Alt-T,O,Alt-e)
