External Modem and startup.

This problem was not there in Win98 but I noticed this in win 2000.

I have an external modem and It needs to be powered on while the
computer starts up or the modem is assumed to be "not present". Then I
have to remove the "not present" modem and reinstall it as an
alternative to restarting the computer.

Is there a way to get around this? Any registry key that I can import
to make the modem present or something?

One way...

Turn modem on... then...

Right click My Computer, select Manage, expand Device Manager, right click
<hostname>, select scan for changes.

Doesn't really solve my problem... I want to get rid of this initial
time...

When I was running external modems, the way I solved it was to leave the
modems on 24/7.

This heats up the modem power adopter as well as the modem.... So I am
hesitant to do so... :-(

Well, if you are concerned about paying for power consumption of a modem, I
can't help with that. However, I run everything 24/7. I have found over the
years that I have to upgrade a system due to being obsolete way before the
damned thing fails, even when on 24/7. This goes for computers and
peripherals in general. IMHO.
