Often an indication of an inadequate Power Supply Unit.

First of all, determine that there's no problem with the USB port that your
USBEHD is connected to in that other USB devices plugged into the port work
without any problems.
As Cari indicates, it *could* be a failing power supply. On the other hand
since you've apparently have not experienced any problems when using your
computer *without* the USBEHD being connected/used, it sounds like it could
be a defective USB enclosure (possibly involving its PS) or the HD itself in
that enclosure. Is the device a sealed unit or can you remove the HD from
the enclosure? If you can remove it, do so and install it as an internal
drive in your computer to see if there's any problem with the drive. You
should use a diagnostic utility from the drive's manufacturer to determine
if the drive is defective. (The diagnostic utility will *not* detect a HD
connected as a USB device).
Should the drive prove OK, and you've determined there's no problem with the
computer's USB port, it would seem the problem is a defective USB enclosure
possibly involving its power supply. If you had another HD available you
could install it in the enclosure to confirm that it is indeed a defective
enclosure that's causing the problem.
Again, I'm assuming in all this that notwithstanding the problem with your
USBEHD, you've not experienced any problems reading or writing to your
internal HD and that your system in functioning properly when the EHD is not
in play.
